One of the world’s most technologically advanced police command and control centers enables Dubai Police to fulfill its long term strategic goal of maintaining its status as a modern, high-tech police and protection force. Siemens equipped the building in the heart of the city with communications technology, IT infrastructure, software and security technology. The Dubai police headquarters building features a nation-wide, totally integrated high-tech command and control solution, providing state-of-the-art surveillance, security and response capabilities and enabling the police, the fire department and ambulance services to respond swiftly and work together effectively. Opened in 2006, the facilities and equipment in the Command and Control Center (CCC) were designed, supplied, assembled and integrated by Siemens, who also provided additional services such as organizational change and training, all on a turnkey basis. Siemens’ solution was most suitable to meet the client’s specific project requirements such as total integration, the ability to customize and adapt to existing processes as well as optimize new functional and operational processes, sophisticated reporting capabilities, nation-wide wireless IP network, or a turnkey integrated command room.
Since the launch, Siemens has retained and won contracts continuously for the CCC, ranging from maintenance and up-grades, to development and expansion to the coverage network. In recognition of appreciation for the continuous work conducted at the CCC and as a confirmation for being a reliable partner, Siemens has been honored with an appreciation award from the Dubai Police in 2010.
The center incorporates a fully networked communications, monitoring and incident response system. These tools give access to a wide range of functions. For example, operations supervisors can use the system to immediately request images when an emergency is reported. Within seconds, the emergency scene is shown on a 12 meter wide screen that displays images from security cameras and satellites. The networked cameras provide a 3D view of the entire emirate. And for mission planning, the system automatically recommends which routes the fire engines should take, or how the scene of an accident should be secured. This also makes it easier to track down offenders. The solution was able to demonstrate its effectiveness in an incident that became public when a man was assassinated in a luxury hotel in Dubai. With the aid of the images provided by the surveillance system, Dubai police were able to reconstruct practically every movement of the alleged perpetrators in connection with the killing.
